Non-Competitive Qualifications for appointment under the NY HELPS Program:
For appointment to an Information Technology Specialist 3 (SG-23), you must have:
1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
OR
2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive Promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Duties
This position resides on the Pension Payroll Support team within the bureau of PeopleSoft & Payment Applications within the Chief Information Office.
- Meet and collaborate with business unit partners and/or other Chief Information Office (CIO) teams to develop system change requirements.
- Develop and review detailed designs for system and program change requirements, including the functional specifications that define the business rules and the input, processing, and output details.
- Code and debug batch and online programs.
- Create and maintain batch statements and related security requests for use in job execution.
- Develop unit test plans and assist business users in developing system test plans.
- Conduct unit testing and debugging of all code changes in the development environment.
- Move code into test environments and assist with testing.
- Supervise technical staff.
- Create assignments, set work priorities, and help prepare realistic time estimates.
- Assist staff in addressing technical and functional issues.
- Review programming code to ensure the code meets standards.
- Create employee performance plans, complete evaluations on time, and provide performance feedback at frequent intervals.
- Participate in the development, organization, and scheduling of training activities for staff and new hires.
- Participate in the development of, and support the adherence to, all quality assurance goals and standards.
- Provide on-call support for nightly batch processing.
- Create and/or review each day’s nightly batch processing schedule.
- Check the previous night’s batch processing results
Knowledge, Skills & Abilities
- Demonstrated experience in SQL.
- Demonstrated experience with one or more of the following competencies:
- PL/SQL
- COBOL
- Database - Oracle Preferred.
- ERP - PeopleSoft Development Tools/Code Preferred.
- SQL Preferred.
- Proficient at communicating with technical staff and customers alike.
- Strong analytical thinker with excellent troubleshooting and problem-solving skills.
- Demonstrated experience in supervising others.
- Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
- Demonstrated experience documenting workflow processes.
- Demonstrated experience developing test plans, test conditions, and validating testing.

Telecommuting
The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
